One of the things youth find tedious about hard music is the angsty nature. It appears emotionally unbalanced and immature to them. Because of Boomer and X parents they know angst since they were first able to identify it and picked up the cynicism as preschoolers.
Another is the hard has been sublimated into the occult virtue of the soft. The song is about the surveilence state and a hard subject.

In regards to 'a new idea of masculinity' I think that that kind of thing, esp. in the teen to early twenties age group is turning men into effete, physically useless boys (soy boys as my wife says) who can't do anything practical for themselves, like change a tire, pay a bill, write a letter, schedule a doctor's appointment, etc etc.
This is just from anecdotes from the wife, as she has to deal with the general public. Luckily I do not.
It's all mommy and daddy that do it. Or they waste money hiring 'real' men to do the work.
PS to say, nothing wrong with being more emotionally in tune, and liking soft music too (I love Enya for chrissakes) BUT you see it taken TOO FAR (in certain populations) these other direction these days. In my opinion.

The Shaggs are musical goddesses.
It is true that they were very eccentric, and that their music is unusual. The fact is, they could play these songs exactly the same way every time, or their dad would beat them. He was sure they were going to make him rich.
You can certainly reasonably say that they have no idea how to play rock music, or even how to play music, but what you are hearing is not incompetence, it is competence in some other sphere. Their chops are not normal chops, but no one has ever done better than the Wiggins sisters at playing the Shaggs' music.
Like early Beefheart, easily dismissable, but trying to cover these songs, or Trout Mask Replica songs, has humbled many. Zappa said they were better than the Beatles.
