Help wanted with trying to understand what is meant by the properties of the scourge, dagger the chain. Are these objects to be used in a ritual? If so how?

All magickal objects (instruments, weapons, etc) represent a property or an aspect of consciousness. In one way, these three represent rajas-tamas-sattvas )aspects of activity or sloth or bliss).
They are uncommon - that is, you won't usually see a scourge or a chain on an altar, although you might see a dagger. This is sort of a different dagger than the one that is merely a miniaturized sword.
Yes, they are used in a ritual. See Liber Pyramidos. Their use is self-explanitory, but the following verbs may apply: "whip, prick, bind".

They are descirbed alchemically?
The scourge being sulpherous excites theinner energies, the chain in pregerence to salt binds the will, and the dagger our mercurial nature is our fluid nature, being both reflected and adaptable to whichever nature holdsit.
Symbollically the scourge could be used to excite the body and soul, the chain to bind as in using a chain for a fixed circle in which the operator acts and the dagger as the will outwardly directing ?

True i was probably typing up on this damned phones keypad when your reply went up!
There is also a tradition based on the descent inti hades, on the idea of domination which would employ these implements fittingly. But wiccans are strange and will have none of it! 😉

Let's look at this part of the ritual:

I am a liar & a sorcerer
I am so fickle that I scorn the bridle.
I am unchaste, voluptuous and idle.
I am a bully & a tyrant crass,
I am as dull & as stubborn as an ass;
I am untrusty, cruel & insane,
I am a fool & frivolous & vain.
I am a weakling & a coward; I cringe,

It is a list of all the vices that every man (or woman) has partaken of from time to time. 

Now - it does not usually suit the ego to acknowledge that it sometimes drops the ball and indulges in the animal passions, intemperate and unbalanced vices, perversion of the mind, that are an anathema to the feeble morality of the Christian, yet without such honesty the Neophyte cannot move forward.  This declaring of human vices therefore put's the whole thing out straight, but more than this - it does so without shame.  The aspirant does not adopt the cringing tone of the penitent in this declaration - for 'redemption is a bad word'.  Rather - it is something that you can acknowledge freely and openly so that your understanding can grow and the right alignment of your temple can be set in motion.

Behold! the Perfect One hath said
Tried & found pure, a golden spoil.
These are my body's elements Act accordingly.
Incense & Wine & Fire & Bread
These I consume, true Sacraments,
For the Perfection of the Oil
For I am clothed about with flesh
And I am the Eternal Spirit.
I am the Lord that riseth fresh
From Death, whose glory I inherit
Since I partake with him. I am
The Manifestor of the Unseen.
Without me all the land of Khem
Is as if it had not been.

There is nothing that makes the primacy of consciousness - that which partakes of the whole universe - unclean or in need of redemption.  But the initiate is required to be conscious of consciousness itself and clearly understand the relationship of the secondary and tertiary elements that arise when the waveform has been called by gravity and bent by spacetime into the little circles and motions of the receiving vessel. 

As in all initiatory rituals - what you get out of it will depend upon how far you can develop your understanding while seeking to unite with those elements of yourself that have been blocked or stymied.  If this doesn't work for you - then try a different way - but keep going! Persevere!  Consciousness is yours - therefore go forth and be one, and two and none!  You can do no less than to be thyself, and in the doing you shall come to know thyself also.
